The author is one of the developers of the first Soviet stratostats of the 1930s., also engaged in scientific research of atmospheric phenomena in the troposphere and stratosphere and their possible impact on the flight. The material of the book is grouped into sections: I. physics of the atmosphere. II. Meteorological elements and their measurement in the earth and in the free atmosphere. III. Methods of atmospheric research-a Historical review. Meteorographs. Method of radiosondes. - IV. The condition of atmospheric air. V. Cloud. VI. Wind. VII. The structure of the atmosphere-the Troposphere. Stratosphere... Undeniable historical and scientific interest are the chapters: Flights to the stratosphere. Flight of the stratosphere balloon `Osoaviakhim-01`. Stratospheric flight `USSR-1 bis`. Flights of American stratostats., as well as the development of catastrophic events and analysis of possible causes that caused the accident stratostat `osoaviahim-1` and the death of the crew ( eyewitness evidence of the impact on the ground, analysis of parts of the shell and gondola, the work of the Commission), in the development of which the author took an active part. Also in a separate Chapter the author is given a curious prediction: `the doctrine of the weather service of the national economy` - how to work dollzhny weather service, what is the probability of metaoffline; the measures necessary according to the results of certain forecasts , projections for the division 3 level and activity Multanowska described made polar aircraft and ground stations program of meteorological research, the role of the polar drifting `of Papanin's` station SP-1, priorities.
